Letter Says Canada Stopped Detainee Transfers Over Torture Allegations
January 24, 2008 -- Canada's military has stopped transferring prisoners it holds in Afghanistan to Afghan authorities because of allegations of torture.

Two human rights groups -- Amnesty International and the British Columbia Civil Liberties Association -- have released a letter from the Canadian Justice Department that says such transfers were halted in November after officials received a credible report from Canadian monitors about mistreatment at an Afghan detention facility. The human rights groups have sued the government over the transfer policy.
