Report: Donor Nations Falling Short On Afghan Aid Pledges
KABUL, March 25, 2008 -- An alliance of international aid agencies says Western countries have so far failed to deliver some $10 billion of promised aid to Afghanistan.

In a new study, the Agency Coordinating Body For Afghan Relief also says that an estimated 40 percent of the funds that are spent on aid projects in Afghanistan are returned to the donor countries through fees to contractors and salaries to employees.

The study says that since 2001, the international community has pledged $25 billion in aid to Afghanistan, but has delivered only $15 billion so far.

The report says the United States, the European Commission, and Germany are among major donors that have failed so far to fulfill their pledges.

It says the United States military currently spends some $100 million per day on its operations in Afghanistan, but spending on aid by all donors amounts to only $7 million per day.

The study, carried out for the aid alliance by Oxfam, says the prospects of peace in Afghanistan are being undermined by a failure to effectively use aid donations for development.

The Agency Coordinating Body For Afghan Relief brings together 94 aid agencies.
