Abdul Shukur Waqif, a candidate from Kabul, told Xinhua that he has complained to Jean Arnault, UN secretary-general's special envoy to Afghanistan, about fraud in the elections. The Joint Electoral Management Body (JEMB), while acknowledging the occurrence of some irregularities in the polls, has maintained that the scale of these problems did not affect the overall elections (see "RFE/RL Newsline," 3 October 2005).
